I use this product as a supplement, not a substitute for regular TP. However, if you find yourself without TP but happen to have these wipes on hand, you're much better off than with neither.

You should not be flushing anything that does not specifically say that you should; that's why I was so happy to find these flushable wipes available. Most baby wipes aren't flushable, unless that's changed in the last few years. I think your toilet will be happier if you switch to the Cottonelle flushable wipes.
