You have to buy 3 AA batteries because it does not come with the batteries.K*B Toy store also has the batteries right there in front of the store near the register if you need them.
All your child has to do to start spinning is:
1..Sit on the base.
2.Grab the wheel.
3.pull it around causing the yellow base you child is sitting on, to spin.
It is simple as that. It was easy for my daughter to learn.
The Hasbro Playskool Music And Lights Sit'N Spin plays 9 different classic songs such as ones like "Polly Wolly Doodle All The Day," "She'll Be Comin' Round the Mountain," "Rockin' Robin," "If Your Happy And You Know It," and more. Your child plays these songs by pushing one of the four large button on the round handle of the Hasbro Playskool Music And Lights Sit'N Spin. The lights will then come on and one of the songs will begin to play start to finish. The lights flash colors through out the song and then when the song is over they shut off.
When you purchase the Hasbro Playskool Music And Lights Sit'N Spin you will need a phillips head screw driver to assemble the handle to the base. It is self explaning really all you have to do is turn the base over and screw in the screws. Then your ready for your child to sit on it.

I see no harm in going below the age limit when I am standing right there as she uses it. She does very well and has no trouble turning the wheel making her self spin, or even using the push buttons at the top.
Often she will just go up to it push the button, walk away and then dance to the music. A few times she tried standing and spinning but she soon realized she could not do that with out falling down and she has not tried that since. She sits on it now and has a great time spinning and spinning. I don't know how it doesn't make her dizzy. I get dizzy just watching her go around and around like that.
Oh and the yellow base where your child sits has little craters in it that looks like carved stones. Those are to make sure your child's bottom does not slip around causing them to fall off as they spin. It is really a safe toy.
I highly recommend this for any one with children or some one who has a child to buy a gift for. It is cheap and kids have a lot of fun time with it. The music unlike other toys is at a good level not too low and not too high. I notice some toys have loud music that drive me nuts, and others are so low I can barely understand them. This one is right in the middle. I love that. Over all out of 10 I rate the Hasbro Playskool Music And Lights Sit'N Spin an 11 1/2 . It is that good.
