The OpenGL Programming Guide, written by the OpenGL ARB (Architecture Review Board) may not be the best book for first learning OpenGL, but it is the only book you'll need as a reference to the basic OpenGL functions. It teaches using the GLUT windowing library, so that the code in the book will work on any platform that has an OpenGL implementation, be it Windows, *nix, Mac... It also provides detailed explanations of each function that are detailed enough for advanced OpenGL users, but simple enough so that if you are just learning OpenGL, you won't have a hard time with them.
Overall, a very good book.
