My son got this at his 2nd Christmas when he was 15 months. He loved it, was the first toy he wanted to play with. He got it figured out really quickly. It is admittedly annoyingly loud, though I guess that's to make it so you don't forget to turn it off when you're done. Sorry it wasn't a hit in your house.
