Pros: Clean, well running vehicle. Quoted rate was lower than any other rental company.
Cons: Horrible customer service, massive delays and indifference. rude employees.
The Bottom Line: Don't be lured by Payless' promise of low rates. Might be OK for vacationers, but avoid if you are on business.

I decided to rent from Payless on a recent trip to Atlanta. On Expedia, they were offering a full-size SUV for a very reasonable price. I normally rent from Budget, and I am used to using their FastBreak service to go straight to my car. I knew that Payless does not offer anything like this, so I was not expecting as fast a rental process. Nonetheless I was not prepared for the amount of time it ended up taking.
When I arrived at the airport and collected my luggage, i had to call Payless from the large information kiosk. I had to call three times before a bored-sounding attendant picked up the phone, and told me to wait outside for the shuttle. I ended up waiting about 30 minutes for the shuttle to pick me up. There was no air conditioning in the shuttle, and the trip took about 10 minutes to get to the rental lot.
When I arrived at the rental lot, I walked inside the building to find a line of about 7 people waiting to rent cars. There were 3 rental stations available, but only one rental clerk working. I stood in line for almost 45 minutes as this one clerk took her time to rent each vehicle. Just as I was next in line, another clerk arrived and started checking people in.
When it came to be my turn to pick up my vehicle, the clerk was rather curt and frankly rude. she asked a barrage of questions such as my destination, my employer's name and number, and other questions that made it seem she was trying to catch me in some kind of deception. she even asked a few of the questions more than once. When I finally went outside to pick up my vehicle, a 2006 Jeep Grand Cherokee, the man who drove it up almost hit a few pedestrians.
The vehicle itself was fine. It was clean and ran very well. I didn't have any problems with it. I arrived back at the rental lot a few hours before my flight, and I was very glad that I did.
When I went to drop off the vehicle, the rude lot attendant told me to go inside to return the keys and get my receipt. Being used to dropping off the vehicle and getting an instant receipt from the attendant, I was a little confused. as I was walking in, the shuttle was pulling out to head back to the airport. I ended up waiting in line for another 30 minutes to turn in my keys and get my receipt. In that entire time, I never saw the shuttle. When I finally had my receipt, I took my bags outside to wait for the shuttle. I waited for an additional 25 minutes, and the shuttle never showed up. Someone finally came out and told us (myself and two women who were also waiting) that the shuttle was broke down, and he would take us to the airport. He pulled up in a minivan and waited in the driver's seat as we loaded our luggage into the back.
I saved about $75 renting from Payless, but I decided that day that my time is more valuable than that. I would have saved almost 3 hours by renting from Budget. I will not rent from Payless again.
