No low volumes

I have a hi-fi system in the living room, and a mini system for the bedroom. The hi-fi is my main sound system, and the mini system is mostly to play low music while I'm sleeping or chilling out. It's a simple enough task. My old mini system burned out, and this looked like a fine replacement. Nice simple, understated design, and decent power output at 60 watts.
Its major, silly problem is this. The volume level ranges from 1 to 40. Volume level 1 is inaudible. Move it up to 2, and immediately it's REALLY QUITE LOUD. The rest of the volume levels 3 through 40 are extremely loud.
It won't do the volume levels I need so I have to return it. Manufacturer, store and consumer lose out because of this oversight in product design. You'd think the art of boomboxes would be perfected by now. Yes, a flexible volume range including low volumes is important to some people.
