an excellent question and one I never fully understood the answer to. The only thing I know is that if they don't, they transform in to boiling bubbling dripping messes.
I think the main answer would be "If the army didn't need to inhale small amounts of the gas then there would be no reason for them to be involved... or for Abbey to be dealing with them... or to make this movie".
