Interesting that the ore/wheat strategy is most common in your experience. In mine, it's the wood/brick or a balance strategy with early emphasis on wood/brick.
I've won more than once with ore/wheat. But I only use it if the board favors it. If there aren't great ore and wheat hexes, it's a dead end. I usually favor early expansion, though. I prefer to have settlements on a variety of different numbers. I'd rather get one brick on a 6 and one wood on an 8 than two of either on just one number. Cities can pack a punch, but it's more important to me to have resources flowing in on every role of the dice. I like the steady inflow, rather than the "chunky" income that cities concentrated on fewer hexes provide.
As for the road and army, I usually don't even bother unless I have a clear advantage. They too often lead to a wasteful competition with other players. Of course, goading someone that way can be useful.
