The Bottom Line: Bway is Unix-based, has very reachable billing and technical support, and offers highly reliable feature rich services. They're based in NYC.

When I lived in NYC ('94-'03), this was obviously the best Internet Service Provider (ISP). I had experience with two other ISPs and many other web-hosts. (ISPs are not necessarily the same thing as web-hosts.)
First off, it's Unix-based, which I find works for me and how I've come to work on the Internet. Not that there isn't a GUI for web-based email, but using a command line telnet-style email interface is faster, and less likely to cause problems with viruses. Also, Unix-based web-hosting will allow the use of "scripts" which are programs that can add features and interaction to a website.
Second, the tech support was great, not only with connection issues and billing, but also with programming examples and help in general. I never got the feeling that I was bothering them or that any question was out of line.
Bway is not the most inexpensive of ISPs or web-hosts, but the pricing reflects that a) Bway is actually based in the U.S., and b) superior service configuration and features. I had other services by GeoCities (bought by Yahoo and thus had account migration issues like IDs and passwords getting flip-flopped), gis.net (unresolved billing issues), and other web-hosts including free web-hosts like easyspace.com and non-free like budgethostingweb.com. Bway was really superior to any of these regardless of pricing.
If you live in New York City, and are looking for dial-up or DSL, and or web-hosting, I would recommend checking out Bway. Hey, even if you don't live in NYC...
