Im right down the road from you and since jan of 2009 the quality of the tv pic,clarity of the phone,and speed of the internet has basically fallen off a cliff.
the techs are nice but the vast majority of them are clueless and inept.all the apologies in the world dont change the fact that CV is providing subpar service and constantly increasing their prices.
It may be time to take a chance with FIOS even with that years contract they require.

Then watch what Cablevision does to your bill.
Verizon FiOS phone service will work in the event of your home loses power. They install a battery backup system with it.
