The Bottom Line: Recommend for Gas purchase because there is a 5% cash back, and double rewards for associate merchants.
Use other Citi or Amex for other purchases.
Unhelpful customer service.

Somehow, Discover card has this payment protection program that I do not recall signing up.
I've been a long time American Express members, and if I have a dispute, I call up Amex, complain verbally, and Amex handles the dirty work, i.e. writing letter to that company, resolving dispute, refund me, or let me know it was a valid charge...
Anyway, I called Discover card, hoping to file a dispute against this payment protection and let them handle it.
Somehow, they told me it is a 3rd party and tell me to take care of it myself??!! Customer service tells the customer to take care of it, why bother having customer service?
Oh well, you got what you pay for. I use Discover because there is a 5% cash back on gas (up to $1200 max, i.e. $60 rebate).
One side note:
Compared to 1% cash back on other card with any purchase amount. Discover 1% back > $3000, 0.25% 1st $1500, 0.5% 2nd $1500, means there is a $18.75 difference.
Assuming you use the double 1% cash back by associate merchants, the break even point for Discover card is at $3750 (Thanks to Arthur.Rubin for correcting my math).
In other words,
If you spend > $3750 in Discover / year, it's a good deal. If you spend < $3750 in Discover / year, it's bad.
The previous calculation assumes you pay off your balance every month, and doubling your cashback on the specified limited number of merchants.
Anyway, it seems to me that I should use Discover only for 5% cash back on gas from now on, nothing else.
