This is how the Discover Card Payment Protection Scam works. First, they will call you, asking you if it's okay to send you information in the mail regarding the payment protection plan. They will read off several paragraphs of information regarding the plan and ask you if you understood. They will tell you that you are not enrolling, and that they just want to send you information.

If you agree to let them send you the information, a week or so later you will receive a letter. The letter will state that you have purchased the Discover Payment Protection and are now an enrolled member. Apparently, merely agreeing to let them send you the information is enough to enroll you. When you call to complain, they will confirm that fact. Even if you had explicitly stated that you did not wish to enroll when you received that initial phone call, you will be.
Do not let your sense of politeness and common courtesy cause you to stay on the phone when they call. Like many over-the-phone scams, they depend on that for it to work. By all means, feel free to hang up on them.
