"Discover" non negotiable interest rates

To all of you who have ever had the misfortunes of having high interest rates, Discover card is not for you. I was told that if I made timely payments to my account for six consecutive months, I could request, and
would receive an interest rate lower than the current 23.9% fleece job they are hitting me with now!! I was contacted by an employee (who's name shall remain anonymous to protect her job) approximately six months ago and was told that the rates were flexible. I called again today, after abiding by what I was told by the previous agent, and was told flat out that " interest rates are not subject to change irregardless of what anyone else told you". I ask you this, Is this concurrent with keeping with good faith? hardly not. not only was I informed that there was no way they were going to keep their word on the lowering of interest rates, but I was not allowed to petition this to anyone above the answering agent.
I fear we have lost sight of personal touch in America today. Long live oppression and dictatorship!
