Dumbfounding, if not illegal, incompetence

Pros: No pros.
Cons: They mistakenly debited my checking $600 and didn't return it for 15 days.
The Bottom Line: Unless you enjoy your money disappearing without warning, then reappearing with no explanation or apology, avoid Citibank.

I wrote a check for $600 and it was cashed last month. This month Citibank allowed it to be cashed again. When I called them they insinuated that this was probably fraud on my part, and they told me I'd better put more money in my account so my checks wouldn't bounce.
Citibank refused to return the money until their investigation was complete -- up to 14 days after I notified them. I was INCREDIBLY luck none of my checks bounced after this charge, and I was afraid that because of their incompetence my credit rating would be damaged.
Today a Citibank representative called me and said the money would be returned tomorrow -- FIFTEEN days after I reported this. She said there was no evidence of fraud, that it was a mistake, adn that they were also giving me sixteen cents in interest.
If it weren't so horrifying it'd almost be funny.
I'm absolutely dumbfounded that a corporation can think this is acceptable behavior, and want to warn people that this could happen to them if they do business with Citibank.
If you don't want your bank to take money out of your checking account with absolutely no warning, if you don't like spending hour after hour on the phone with incompetent morons who insinuate that you're a nuisance and a thief and tell you that you'd better put more money in your account or your checks will bounce, or if you don't find it sufficient that the money reappears FIFTEEN DAYS LATER without an apology or a rational explanation --
DON'T BANK AT CITIBANK.
