I'm not even sure where to begin. This is perhaps the most engaging game I've ever played. It may not be perfect (what game is?), but it's sooooooo good!
This is a game for fans of strategy-gaming and perhaps for history buffs, as you certainly get to re-write history! You develop an empire from the dawn of civilization up to the roughly modern time. You compete/cooperate with up to 7 other civilizations. All facets are represented: city-building, trade, diplomacy, war, expansion, knowledge... You can build your own map of the world, or have one randomly generated, or use some pre-drawn ones (like the standard earth map).
There are some downers to this game. The graphics are several years old, but that's not a big deal, this game isn't about eye-candy; it's about strategy. The AI isn't all that great when you get good at the game, but if you're playing against other humans, that doesn't matter too much. Also, military units can't be grouped into a combined army, they attack and move by themselves. Personally, my biggest pet peeve is the lack of being able to define borders, whether through treaty or military presence. The only way an opponent is trespassing is if they're within range of one of your cities.
But the issues with Civ II are few and far between and generally pretty mild. This game delivers in terms of challenge, entertainment, and replay value. I can easily return to it at any time and find myself addicted for hours. Civilization II is eternal in that regard.
