The Monte Carlo is not a flashy hotel. It's doesn't have an overwhelming theme. It doesn't stand out compared to its neighbors, the New York-New York Hotel and the MGM Grand. What it does have though is quiet elegance, solid service and rooms, an intelligent layout, and a great pool area.
The hotel is fairly serene at check-in, while the casino itself is busy enough. The self-park is located near the check-in and both are located near the guest elevators, and you don't have to walk through the casino to get to your room or to their food court. This is a wonderful set-up when you think of how many casino hotels make you walk miles just to get to your room. There's a micro-brewery onsite which is popular with young people, a pool area that includes a lazy river but does get packed in good weather, there's a grocery/gift mart that is very useful, and there's a tram that connects to the Bellagio for a change of pace.
At their rates, the Monte Carlo is a great, solid choice when staying in Vegas.
