Your thoughts on this movie are, for the most part, right in line with my own. The sets, costumes, etc. are terrific; the acting though, is indeed overly dramatic for today's tastes. Even so, this classic has made it to my personal video collection and is one that I recommend seeing.
I would like to add, though, an additional opinion. Like most book-based movies, the biggest downside to this one is how much of Bronte's book was either left out or not portrayed well. Granted, the original text is difficult to follow for some readers (due in part to the styles of the time period in which it was written, the mid-1800's), but there are a few areas that stick out in my mind as very poor each time I watch it. For example, the visit of Cathy's spirit at the window is almost glossed over, hardly given the amount of effort it deserved. More attention was given to setting up the details of that scene in the novel than was portrayed in the movie, leaving me disappointed with it. It is such an important scene to the story, yet was done in a manner that leaves one wondering what just happened.
