I've seen some quotes by critics that say this is a good movie and I find myself wondering how much they were paid to do so. The film I saw was poorly written and the acting was amateurish. The only good thing about it was the popcorn I got to eat while watching it.
At the beginning of the film you are introduced to a boy and his harsh father, who we learn runs a puppy mill. One of his valuable dogs has given birth to a litter of mutts and the most obvious one is thrown across the room. The boy saves the puppy and raises it, defying his father.
You are also introduced to another plucky dog only known as "Lizard Tongue;" this dog is being chased by an inept duo of animal control workers. These same workers are trying to prove that the dog breeder is running an illegal puppy mill. "Lizard Tongue" helps the abused puppy rescue his sick mother dog.
After what seems like endless evasive action, the animal control men find the sick dog and capture the dog breeder. Suddenly you find out that the mutt dog is going to become the next Benji!
I didn't find myself caring about any of the dogs or the boy. The animal control workers were probably supposed to be comic relief but only came off as pathetic. The father was a sorry representation of a parent. And introducing a headline proclaiming the mutt as the next Benji was a terrible plot devise.
This movie felt much longer than 98 minutes ... I could have sworn that time had stood still! Do yourself a favor and spend that time doing something else. And, please, this is not worth seeing on video!
