Pros: Excellent picture and price.
Cons: Volume way too loud. Slow channel scanning.
The Bottom Line: Considering the price and picture quality, I would recommend this TV, even with it's problems.

I was in need of another TV for my bedroom, my 19 inch GE had gone out on me for the second time. I saw this TV advertised at Target for $88 so I figured what the heck, it can't be any worse than that lousy GE that I had. In fact, it really made my day when I put that GE out next to the curb for trash pick up. And for $88, that was not much to risk even if I don't know much about APEX. Much to my surprise, it has an excellent picture. And the TV is very appealing to the eye as well.
I did read the review by "bekkabunny" and I thought that the volume being too loud was probably an exaggeration. There was not a display unit at the store for me to check that out. But "bekkabunny" was absolutely right about the volume, it is way too loud even on the lowest setting possible, Level 1. The volume at Level 1 on this TV is about the same as my 27 inch Panasonic on Level 12 or 13. When most 19 inch TV's are used in the bedrooms, why would you make a TV with volume that loud? You need a TV that can be turned down really low for lying in bed watching TV without disturbing other people. The TV has 2 speakers so what I have done is turn the balance control all the way to one side which does help reduce the volume some. But this
should not be necessary, the volume control should be more
adjustable than it is.
I do not have the problem that "bekkabunny" talks about with turning the TV off with the on/off switch on the TV, then cannot turn it back on with the remote. I have tried
every combination possible and it turns back on every time with the remote. So I'm not sure what the deal is about that.
The TV seems to be quite heavy, the specs says it weighs 59
pounds. I have it sitting on top of my dresser and I am
worried it might be too much weight for the top shelf. It
is definitely heavier than the GE I had.
Another thing I have noticed that it is pretty slow when
scanning through the channels using the arrow up and arrow down buttons. I guess I'm used to zipping through the channels with my Panasonic and therefore makes this TV seem to drag really slow when scanning.
Even with the problems that I have found, it's still a good value. I just wish the volume could be turned down as this is a major setback for a TV that will be used in a bedroom. And I would guess that 90% of all 19 inch TV's that are sold are used in the bedrooms. The sound itself is very good, but I give it 2 stars because of the volume level.
Bad manufacturer design on the volume.
