IS is a great help in slightly lower light situations. The IS is not a replacement for a fast lens as 1/30 or 1/60th when zoomed out still blurs or causes shake.
I like this for a good, overall outdoor lens because it's small enough to fit in my double lens hip pack and easy to manage. I own a very large Sigma 120-300 F2.8 lens and that one is really unwieldy.
Lens covers and gels are much cheaper for such a small lens so that's a plus also.
Focusing is fast, concise and almost always dead on from either 75 or full zoom at 300. The zoom ring is quick, and doens't require you to let go, regrip and rezoom again. The full 75-300 can be covered with a good twist which is a plus. I didn't find the zoom to be so loose that the zoom would slip (my tamron has anti-slip which is nice but a much larger and heavier lens 28-105 2.8).
Now for the IS...I think this is a great feature. It's well worth the cost. I have naturally shaky hands (genetic shakies :-) ) and the IS helps me when i'm at full zoom and want a really good depth of field. If the light is less than sunny, it'll still save my shots which is great.
For a good price, decent canon optics (not the great L glass) you can't go wrong with this as a consumer lens.
