I've flown EVA Air 4 times (2 round trips LAX-TPE) in the Deluxe Economy Class and have been very happy. The seating is wider with a bit more legroom. The seat back video screens are nice to watch the in flight movies and to keep track of your flight progress. The meals are of very good quality and quantity. The flight attendants are some of the best that I've had the pleasure of meeting.
Our first trip (January, 1998) it was just me and my wife, but on the second trip (June, 1999) our 3-month old daughter went. The flight attendants were great in getting the bassinet setup for the duration of the trip, and attentive to our needs for warming the formula. So the flight was very relaxed for us.
The best flight heading to Taipei, Taiwan is the one that leaves Los Angeles at 1:30AM, because it arrives in Taiwan at 6:30AM so if you can sleep on the plane you'll awake with minimal jet lag.
While Deluxe Economy is a bit more expensive, it is well worth it.
