I dont find anything really useful about this review. You rant and rave about them not letting you on the flight (very vague) and when it comes down to it, you had a very specific problem that 99% of people wont encounter. So its not really applicable. Philippines airlines sucks for other, more important reasons than this. I guess its helpful to know they suck for other, specific reasons too. :)

I read the review and I think he stated the problem very clearly. PAL staff at the airport are requiring him to have a transit visa even though the U.S. authorities do not require it. I can only figure it's **ss covering by PAL. Every time a passenger arrives somewhere without proper documentation the airline gets fined (in addition to being responsible for the return airfare). So PAL staff simply require the visa since it costs them nothing to do so. The inconvenience to the passenger is no concern of theirs.

Sadly, this is typical behavior by second-rate airlines such as PAL. Some of the smaller flag carriers really try, others don't.

My responds is based on the assumption that it was an airport/custom employee, and that a transit visa is actually needed.

You did not state this matters clearly in your review.

It seems to me that it is the policy maker (FAA??) who is responsible. It is they who FAILED to inform the airlines about the change in policy.

From what you wrote it is clear that Philippine Airline and your travel agency did what it can to correct the incident, by gathering information to support your stance from the US embassy, US Non-Immigratnt Visa toll number, and the Northwest Airlines memo. All this source said you did not need a transit visa. How can you then blame Philippine Airline when they themselves were not notified about the change in policy.


It puzzles me why you only lay the fault with PAL and none what so ever with United. If United had a history of problems with Philippine Airline about this situation, one would assume they knew of the policy change, why then didn't they do anything to inform you? Is United avoiding responsibility?

It seems to me you have unfairly place the blame on the airline. To me it is the FAA, or Department of Transportation (or who ever is responsible for the change in policy) that should hold responsibly for this incident, for failing to inform travelers.

How are staff incompetent? How was PAL discriminatory? What are these unvalid reasons? On your other flight, did they require you to have a transit visa? Mar 28 '02
