If you're on a budget and are heading to Brazil, skip Rio and head straight to Bahia. Yes, Rio is spectacular with its mountains running into the sea, but it is too big to sink your teeth into. You leave not really sure what you came to see. Bahia is a small personal city that immediately embraces you the moment you step off the plane. It calls you by name and offers a cool green coconut to wake you up.
Trust me. I lived there for four years.
Pelourinho is the heart of the revitalized historical center (Centro Historico) and usually party central. Lots of bars and places to eat. The architecture is amazing and the light rivals Paris. But be sure to explore the beaches north of the city, especially Praia do Forte, which is home to a internationally renowned and successful sea turtle rescue project (Projeto Tamar). Great diving in the reefs, too.
Bahia is more afro than latino. Many afro cultural groups abound, including the world famous Olodum (they worked with Paul Simon on Rhythm of the Saints - listen Obvious Child for a taste of their music). Everywhere you go you hear drums and music. The sidewalk itself seems to pulse beneath your feet. Olodum used to have an open rehearsal - just a bunch of people dancing to drums, no amplification or anything. Lots of gringos, too many to be a real baiano experience. For something more local, try Ile Aiye at the Forte Santo Antonio on Saturdays (I think).
Be forewarned about Bahia, though. It attracts a lot of sexual tourism, so there are plenty of sharks out there cruising for your bread. You've never seen better dressed or more polite wolves in sheep's clothing. Wear no jewelry or watches when you go out, and flash your camera equipment around with one eye on the lookout for thieves.
