Yes, it is possible to stay in Hawaii for little money, and it does not even have to be a hostel.
There is another epinion here "Kauai on a shoestring" which recommends a cabin in the Waimea Canyon. The problem with this is that the Canyon is right in the middle of the island. If you plan on spending time at the beach - and it would be a sin to ignore the snorkeling opportunities - then you are facing an hour-long drive (one way) just to get to the beach (AT MINIMUM).
The street from the canyon goes southwards. A main highway goes around the island parallel to the shore, but it is not a complete circle - there is a part on the Northwest that is not accessible by car.
SO:
If you are in that canyon and want to get to those really good snorkeling places on the North shores/ Northeast shores, then I think you are wasting too much time driving.
It is much better then to stay in one of the towns on the East or South side. In Kapaa I found a really low-price hotel that is ok if you are looking for a place to sleep, not to spend all day.
It is called CORAL REEF
and it is located on the outskirts of Kapaa. So, when you come from Lihue Airport, it is almost behind Kapaa. It is a small place on the right side of the street after you cross a channel.
The daily rate starts at US$ 50 IN HIGH SEASON!
I imagine that it is lower off-season.
The place is right on the beach. That means - you open the patio door and walk 30 feet and you will stand in water. The beach there is not suitable for snorkeling or swimming, but there are good places within 5 miles and the very best places within 30 miles. And there was a tennis-place around the corner (not part of the hotel, though).
For that price the hotel does not really offer breakfast (just coffee, cookies and such stuff).
And: Although it is close to the street, it is not loud at night.
I just found their web site, and it says there that prices start at $49.
I also must say that not all rooms looked as nice as the one on the photo :-)
