I won't go into too much detail here, but if you are ever in Austin from May through October and you don't go see the bats fly out from under the Congress street bridge, you're a fool.
The best place to see them is from the top of the bridge itself, there's a good spot near the south end of the bridge.
I would say avoid going down to the river bank to see the bats fly out, because they tend to relieve themselves as they fly. if you go down there, bring an umbrella.
Go about 20 minutes before true sunset. When I went in July, that was about 8:15 pm - 8:30 p.m. More recently I saw them at about 7:40 pm. It just depends on when sunset is.
You will see stream of bats issue from under the bridge and fly around the river and downtown. Great black swarms of bats can be seen flying around the buildings downtown. It is creepy and cool.
If you want to get fancy, you can take a boat ride from the nearby hotels and get a little tour of the river area and then see the bats, but you can stand on the bridge for free.
If you go to San Antonio, go to the rain forest section and see the bat room. TOO COOL!
