I am 23, married, I own my own house, and I am an officer in the military. I even found a discount from a military association (USAA), but I am not 25 so I could not rent a car from them.
This is not a phenomenon limited to Avis. It seems like most rental car companies have this rule. I am still amazed that in our current era of political correctness and anti-discrimination that they can get away with it.
However, if you are over 25, they have good rates with free mileage. Their website (avis.com) was helpful, if not flashy. They are widely distributed and I'm going to add filler words now.
