Starts and stops water while filling. Problem?

Pros: Operation seems normal except for fill behavior.
Cons: Just concerned about potential future repairs.
Tenant is satisfied with unit but it fills like no other Frigidaire washer I've ever had (3 before this one).  On hot water fill, it lets in a little water at a time then stops as if to breath and restarts.  Valves are fully open; no hose kinks.  Can't get an official answer from Frigidaire's authorized reps. Is this "a feature" or "a bug."
